Mike DeGraw

President & CEO

Mike assumed the role of President at Horizon Communications Technologies in July 2010. Prior to HCT, Mike served in several executive management roles within the telecommunications industry, most recently as Senior Vice President of Wholesale at DeltaCom. Prior to DeltaCom, Mike was President and co-owner of Huntington Telecom, an international wholesale voice operator. Prior to Huntington Telecom, he was a Vice President with private equity firm Leucadia Telecommunications Group where he managed a diverse group of international telecommunications businesses, including responsibilities at Wiltel Communications. Prior to Leucadia, Mike held sales management positions with Global Crossing, Cable & Wireless and AT&T Australia.




John Cruz began his career in information technology at Pacificare in Orange County in 1997. John joined Prime Services Group as a DSL Technician in 1999 and was quickly promoted through the ranks from technician to field manager to purchasing manager. After PSG, John started CF Communications which he led until merging the company with Horizon in 2007. At Horizon, John started the wireless division and has grown it exponentially each year since. John now oversees multiple crews installing WiFi and DAS in markets nationwide.


Larry J. Beebe, RCDD

Vice President, Sales/Special Projects/Market Development

Larry began his telecommunication career with Litton BTS in 1972 as National Sales Manager. In 1977 Larry started his own company Creative Communication Systems, which he sold in 1998 to do some motor home travels with wife, CiCi, and raise a couple grandchildren. Larry began consulting to cities, agencies and companies at the same time. Larry joined Horizon in 2012 in the capacity of Market Development and was promoted to his current role of Vice President, Sales in 2014. 




Jim has over two decades of senior management experience in the disciplines of corporate finance and strategic planning, having worked in this role with several high growth, technology organizations. Prior to joining Horizon in 2013, Jim was an independent consultant to a variety of entrepreneurial enterprises, supporting and assisting their growth and improvement initiatives. Before this, Jim was Co-Founder and President of BPO Management Services, a provider of business process outsourcing solutions, Executive Vice President of Infocrossing, a provider of IT outsourcing solutions, Co-Founder and CFO of ITO Acquisition Corporation, a provider of outsourced IT services, and Vice President of Systems Management Specialists. Jim began his career with SHL Systemhouse, a large international systems integration firm.


Kristin Neubauer

Vice President, Human Resources

Kristin began her career in telecommunications with Integrity Communications Consultants.  She was a Project Manager on nationwide rollout projects and day to day maintenance for several national restaurant chains.  After several years, she carried her project management experience to RED Digital Cinema.  It was at RED, that she seized an opportunity to learn Human Resources under a seasoned mentor as they grew from 150 to over 400 employees.  Over the following six years, she learned, gleaned and developed a valuable skill set in HR with the added benefit of truly enjoying her work.  In 2015, she was recruited by Kyle Moody to join the Horizon management team combining her experience in both HR and telecom.
